Bilbao is good place to stay for day trips to Rioja, San Sebastian, Santander, etc. It is also only 15-20 minutes from some of the nicest beaches in Spain. There are many beaches with fine golden sand (not the coarse sand on most popular beaches among the tourists) with plenty of spaces to lay your towels. The water is a bit cold though, I must admit.
